Yeah, but whites are a major minory in Johannesburg - 13% or something compared to 75% black. And it seems like a lot of people are apping foreigners, which seems to defeat the purpose of having it be a deciding city.
I know, I was happy to see that - when I made this post, though, there was one Brazilian character on the approved list.
