Since I'm not going to reply to every post you've made, I'll just write it all here.
Yes, LA is popular. We realized this early on when the app tally post was spammed. Doesn't mean characters will get lost in the crowd, however, it depends on how much you play them and how much CR you create and the fact that it is that crowded is like a nestpool for CR in the first place. So don't be scared about that. There's a shitload of neutrals, so Seals/Angels/Kamui won't overshadow that either.
Secondly, black people in Jo'burg; yeah, it'd be neat to see that. However, it's near impossible to find a black anime PB and thus people app what they can, it's also hard to app a black character and a previously apartheid country, while apping LA is easy as most muns are American, here.
Hispanics in Rio; there are quite a few, maybe you aren't looking hard enough...? :x
