Yeah, he was. I think they even show a little five second explosion flashback. I think I like the parody subs' explanation best:
Cloud: You totally died. Rufus: No, you see, I'm fine-- Cloud: There were explosions! Rufus: I ducked. Cloud: That's RETARDED.
And it's not broken - he stands up at one point, which, uh, doesn't work if your legs are paralyzed. I could buy some other sort of back injury though, which could just make it very, very painful to stand up. But so much is on crack in that universe anyway, I don't think it's really supposed to make medical sense.
